Keith Porter Jr., a 43-year-old father of two, was shot and killed by off-duty ICE agent Brian Palacios outside his Northridge apartment on New Year's Eve. DHS claimed Porter was an active shooter firing a rifle into the air during celebrations and was killed in an exchange of gunfire. The off-duty agent reportedly put on tactical gear before confronting Porter. An autopsy found Porter was shot three times.

Under investigation. The LAPD investigated. The family, represented by Ben Crump, urged the California Attorney General to open an independent investigation.
